SEBI, RRU and NISM Join Forces for Long-Term Securities Market Capacity Building

Securities and Exchange Board of India (SEBI) has executed a tripartite Memorandum of Understanding (MoU) with Rashtriya Raksha University (RRU) and National Institute of Securities Markets (NISM) dated August 17, 2026. This strategic collaboration aims to transform capacity building, training, research and technological preparedness across the Indian securities market ecosystem through a multi-layered, long-term partnership.

The arrangement is designed to strengthen skills and awareness not only within SEBI and its regulated entities, but also among government departments, law enforcement agencies, financial institutions, academia and the general public. In addition, the MoU has a strong technology and cybersecurity focus, with structured programmes in secure software practices, cyber defence, Artificial Intelligence and emerging technologies.

RRU is recognised as an institution of National Importance under the Ministry of Home Affairs, Government of India, established under the Rashtriya Raksha University Act, 2020. NISM operates as a Public Trust registered under the Maharashtra Public Trust Act 1950 and represents an educational initiative of SEBI. These institutional strengths are now being formally channelled towards reinforcing the regulatory, technological and knowledge infrastructure of the Indian securities market.

Objective and Scope of the Tripartite MoU

The MoU sets up a long-term framework of cooperation covering multiple domains. While it is open-ended in terms of future expansion, the key identified areas include:

  • Capacity building for regulatory and market institutions
  • Academic and applied research on securities markets and technology
  • Formal education and skill-based training programmes
  • Policy-oriented support and expert inputs
  • Institutional networking and cooperation
  • Knowledge sharing and market intelligence
  • Technology innovation and command-centre style monitoring for the securities market

By pooling the regulatory expertise of SEBI, the security and intelligence capabilities of RRU, and the capital markets education specialisation of NISM, the collaboration is expected to deliver integrated solutions for a rapidly evolving, tech-driven market environment.

Joint Training and Awareness Initiatives

Target Beneficiaries

The MoU provides for joint design, development and delivery of diverse training and awareness programmes. These initiatives are aimed at a broad spectrum of stakeholders, including:

  • Government officials and regulators involved in financial sector regulation or public policy
  • Law enforcement agencies dealing with financial crimes, cyber offences and securities market violations
  • Financial institutions and Securities Market participants (SEBI Regulated Entities) such as intermediaries, market infrastructure institutions and other registered entities
  • Academic and research communities engaged in finance, law, technology, cybersecurity and related disciplines
  • The general public, with the intention of building informed and responsible market participation

Types of Programmes

The collaboration envisages a layered portfolio of capacity-building offerings, such as:

  1. Training programmes focused on practical skills and regulatory compliance
  2. Workshops targeting specific market or technology themes
  3. Certification courses for validation of skills and knowledge, especially relevant for industry professionals and prospective market entrants
