SEBI enhances Document Number Verification System for physical communications

The Securities and Exchange Board of India has introduced significant improvements to its existing “Document Number Verification System” with the objective of making it easier and more reliable for recipients to confirm the authenticity of physical letters, notices and show cause notices purportedly issued by SEBI.

The system, which was originally rolled out in April 2025, has now been upgraded to strengthen trust in SEBI communications, reduce the risk of forged letters, and streamline verification by aligning the platform with SEBI’s internal E-Office framework. The changes have been formally communicated through Securities and Exchange Board of India Press Release No. 60/2026 titled “SEBI revamps its ‘Document Number Verification System’”, dated October 01, 2026.

Background of the Document Number Verification System

SEBI initially launched the “Document Number Verification System” in April 2025 to provide a mechanism for recipients to confirm whether a physical communication claiming to be from SEBI was genuinely issued by the regulator. This initiative was also announced through Press Release dated April 3, 2025 (PR No. 17/2025).

The primary concerns addressed by the system were:

  • Circulation of fake or unauthorised letters allegedly issued in SEBI’s name
  • Difficulty faced by recipients in verifying the source of physical notices or correspondences
  • The need for a simple and accessible verification tool directly on SEBI’s website

The revamped framework builds on this base system and aims to further enhance its robustness and reliability.

Key modifications introduced in 2026

SEBI has carried out two important changes in the functioning of the “Document Number Verification System”:

Inclusion of “Subject Matter” as a mandatory field

The first major update is the addition of the “Subject Matter” of a SEBI letter as an essential data point required for verification.

Under the modified process, when a recipient or an authorised representative accesses the verification system, they must now mandatorily provide:

  • Outward number of the letter
  • Name of the SEBI official who has issued the communication
  • Date of the letter
  • Subject matter of the communication
  • Name of the recipient

By insisting on the “Subject Matter” as one of the compulsory inputs, SEBI intends to:

  • Minimise chances of misuse by partial or guess-based search
  • Ensure that only persons in actual receipt of the communication, or those authorised by them, are in a position to obtain a positive verification
  • Increase overall reliability of the authentication outcome

Alignment with E-Office outward number format

The second important refinement is the harmonisation of the Document Number Verification System with the outward number format generated through the outward module of SEBI’s E-Office system.

In practice, this means:

  • Every physical letter or notice issued using SEBI’s E-Office platform carries an outward number assigned by that system
  • The verification interface now expects this E-Office-based outward number format
  • The database against which verification is carried out has been synchronised to correspond with the E-Office outward numbering convention

This alignment helps to avoid discrepancies in numbering, ensures uniformity across departments and regions, and provides a single reference channel for validating document issuance.

How the verification mechanism works

Who can use the system

The verification facility is available to:

  • The direct recipient of a SEBI communication; or
  • Any person acting on behalf of such recipient (for instance, an authorised representative, legal counsel, or compliance officer)

The system is particularly relevant where:

  • A physical letter or notice raises regulatory, enforcement or compliance issues
  • The assessee or intermediary wants to be sure that it is dealing with an authentic SEBI communication before responding or taking any action

Required details for verification

To conduct verification on the system, the user must:
