SEBI Overhauls Equity Closing Price Mechanism: Introduction of Closing Auction Session (CAS) and Pre-Open Modifications
The Securities and Exchange Board of India (SEBI) has announced a paradigm shift in the methodology used to determine the closing price of securities in the Indian equity markets. In a move to align domestic practices with global standards and enhance market integrity, the regulator has introduced the Closing Auction Session (CAS). This new mechanism replaces the existing Volume Weighted Average Price (VWAP) method for specific segments of the market.

The Shift from VWAP to Call Auction
Historically, Indian stock exchanges have calculated the closing price of equity shares based on the VWAP of trades executed during the final 30 minutes of the Continuous Trading Session (CTS). While this method served the market for years, global jurisdictions have largely migrated to an auction-based closing mechanism.
The introduction of CAS is driven by several strategic objectives:
- Liquidity Aggregation: By pooling all buy and sell interests into a single point in time, the market can discover a price that reflects genuine consensus.
- Tracking Error Reduction: Passive funds, such as ETFs and Index Funds, often struggle to execute orders exactly at the closing price under the VWAP system. CAS facilitates execution at the determined closing price, thereby minimizing tracking errors.
- Market Integrity: A centralized auction is generally considered more resistant to manipulation compared to a continuous trading window where fleeting prices can impact the close.
Applicability and Phased Implementation
The regulator has opted for a prudent, phased rollout of the CAS framework.
Phase 1: Derivative-Linked Securities
Initially, the CAS mechanism will strictly apply to stocks in the cash segment that have derivative contracts (Futures and Options) available on them. For these securities, the closing price will no longer be the 30-minute VWAP but will be derived from the auction.
Remaining Securities
For all other equity shares that do not have derivative contracts, the existing methodology remains in force. Their closing prices will continue to be determined via the VWAP of trades executed during the last 30 minutes of the CTS.
Operational Timings of the Closing Auction Session
The CAS is designed as a distinct 20-minute window, commencing after the cessation of standard continuous trading. The session will operate from 3:15 p.m. to 3:35 p.m. on all trading days. The breakdown of this session is highly structured to ensure orderly price discovery.
