SEBI Revises Officer Recruitment Eligibility: A Complete Guide to the 2026 Educational Qualification Amendments

Overview

The Securities and Exchange Board of India has formally notified significant revisions to the educational qualification requirements governing officer-level recruitment through Notification No. SEBI/LAD-NRO/GN/2026/320 dated 8th October 2026. Issued under the authority of Section 30 of the Securities and Exchange Board of India Act, 1992, these changes amend the Schedule to the Securities and Exchange Board of India (Employees' Service) Regulations, 2001, and came into effect upon publication in the Official Gazette.

The amendments introduce a more structured, inclusive, and contemporarily relevant eligibility framework — broadening pathways for candidates across various academic and professional backgrounds while simultaneously bringing in standardised norms for grade conversion, foreign qualification recognition, and stream-specific requirements.

The Securities and Exchange Board of India (Employees' Service) (Second Amendment) Regulations, 2026 derive their authority from Section 30 of the SEBI Act, 1992 (15 of 1992), which empowers the Board to frame regulations necessary for the discharge of its functions.

The parent regulations — Securities and Exchange Board of India (Employees' Service) Regulations, 2001 — were originally published in the Gazette of India on 6th September 2001 vide S.O. No. 857(E). The most recent prior amendment was made on 11th July 2026 through the Securities and Exchange Board of India (Employees' Service) (Amendment) Regulations, 2026 vide Notification No. SEBI/LAD-NRO/GN/2026/311.

The present notification constitutes the second amendment to these regulations in 2026 and introduces targeted changes to Row 6, Column 3 of the Schedule's Table.

Core Changes to Educational Qualification Norms

Revised Basic Graduation Pathway

One of the most structurally significant revisions is the introduction of a standalone graduation route as a qualifying criterion — a pathway not explicitly recognised under the earlier framework in the same form.

Under the amended provisions, a candidate may qualify by holding:

  • Graduation in any discipline with a minimum of 60% marks, obtained after completing Class XII, from a recognised university or institution, provided the undergraduate programme spans at least three years
  • The minimum marks threshold is relaxed to 50% for candidates belonging to SC/ST/PwBD categories, provided the posts are reserved for such categories

This is a notable departure from the previous qualification text which began directly with Master's Degree or Post Graduate Diploma as the primary route, without separately enumerating a percentage-based graduation threshold.

Retained and Restructured Higher Qualification Routes

In addition to the graduation pathway, the amended regulations continue to recognise the following qualifying credentials:

  • Master's Degree in any discipline from a recognised university or institute, pursued after graduation
  • Post Graduate Diploma of a minimum of two years' duration, taken after graduation, from a recognised institution
  • Professional qualifications recognised by their respective apex bodies:
    • Chartered Accountant (CA)
    • Chartered Financial Analyst (CFA)
    • Company Secretary (CS)
    • Cost Accountant (CMA)

Notably, the earlier inclusion of Bachelor's Degree in Law and Bachelor's Degree in Engineering as qualifying credentials under the general stream has been removed from the substituted text.
