RBI Mandates Strict Disclosure Norms for UCB Deposit Interest Rates Effective October 2026

Through a recent regulatory overhaul, the Reserve Bank of India (RBI) has tightened the rules governing how Urban Co-operative Banks (UCBs) declare, publish, and apply interest rates on customer deposits.
Issued via notification RBI/2026-27/219 DOR.SOG(SPE).REC.181/13.03.00/2026-27 on 30 July 2026, the central bank promulgated the Reserve Bank of India (Urban Co-operative Banks – Interest Rate on Deposits) Second Amendment Directions, 2026. These newly minted directives are slated to become legally enforceable from 1 October 2026, giving cooperative financial institutions a brief transitional window to upgrade their digital infrastructure and internal compliance mechanisms.
Statutory Framework and Legislative Authority
The Reserve Bank of India does not issue such sweeping mandates in a vacuum. The legal bedrock for this regulatory intervention stems from the central bank's overarching supervisory powers. Specifically, the RBI has invoked its authority under Section 35A read in conjunction with Section 56 of the Banking Regulation Act, 1949.
