PFRDA Expands Grassroots Pension Incentive Framework Under NPS Sanchay: Key Details of Circular No. PFRDA/2026/27/NPS-AGRI/02
Background and Context
The Pension Fund Regulatory and Development Authority (PFRDA) has taken a significant step toward deepening pension outreach at the ground level by issuing Circular No. PFRDA/2026/27/NPS-AGRI/02 dated 12th May 2026. This circular broadens the existing incentive structure for enrollments made under NPS Sanchay, extending its applicability to a wider set of grassroots-level Pension Agents who function through authorised Points of Presence (PoPs).
This development is a direct continuation of the regulatory authority's ongoing drive to bring pension coverage to underserved and rural segments, particularly those engaged in agriculture and allied activities across India.
What Was the Earlier Framework?
Before this circular came into effect, PFRDA had already laid the groundwork for incentivising grassroots outreach through Circular No. PFRDA/2025/23/NPS-AGRI/01 dated 15th December 2025. Under that earlier directive, PoPs were entitled to receive an incentive of ₹100 per subscriber for every NPS enrollment that was facilitated through Farmer Producer Organizations (FPOs).
The rationale behind that incentive was to actively promote pension inclusion among individuals associated with the agriculture and allied sectors — a demographic that has historically remained outside the ambit of formal pension planning.
What Has Changed Under the New Circular?
Through Circular No. PFRDA/2026/27/NPS-AGRI/02, the Authority has now extended the same ₹100 per subscriber incentive to PoPs for enrollments facilitated under NPS Sanchay through the following additional categories of grassroots Pension Agents, who are duly authorised to operate via such PoPs:
- CSC Village Level Entrepreneurs (CSC-VLEs)
- Business Correspondents (BCs) / Pension Sakhis
- Primary Agricultural Credit Societies (PACS)
These categories are now placed on par with Farmer Producer Organizations (FPOs) for the purpose of receiving the registration/activation incentive under the NPS Sanchay framework.
