IRDAI Orders Fast-Track Insurance Claim Processing for Assam Flood Victims
The Insurance Regulatory and Development Authority of India (IRDAI) has issued a comprehensive set of directions to all insurers to ensure rapid and hassle-free settlement of insurance claims arising from the recent natural disaster and flood situation in the districts of Sivasagar, Charaideo, Jorhat and Golaghat in Assam. These instructions, applicable to all general insurers, life insurers and standalone health insurance companies, are aimed at providing immediate financial relief to affected policyholders and minimising procedural delays.
The press release dated 04th August 2026 underscores the regulatory expectation that insurers must operate on an emergency footing, deploy additional resources, and simplify processes to support individuals and businesses impacted by the floods.
Background: Floods and Natural Disaster in Assam
Extent of damage
The natural calamity and subsequent heavy rainfall in Sivasagar, Charaideo, Jorhat and Golaghat have resulted in:
- Loss of human lives
- Damage to residential properties
- Destruction and disruption of business establishments
- Impairment of public and private infrastructure
In this context, insured persons across multiple lines of business—life, health, property, business interruption, motor and other general insurance—are expected to raise a large volume of claims. IRDAI has therefore intervened proactively to ensure that insurers respond swiftly and uniformly.
Regulatory intervention and objective
IRDAI’s intervention is intended to:
- Prevent delays in claim registration, assessment and settlement
- Reduce documentation and procedural bottlenecks as far as possible
- Provide clarity on responsibility within each insurance company
- Facilitate continuous coordination between the insurance industry and the State administration
Note: The directions are binding instructions by the sector regulator and are intended to be implemented immediately by all concerned insurers.
Mandatory Measures for All Insurers
Deployment of resources on priority
IRDAI has categorically instructed every insurer, including life and standalone health insurers, to:
- Mobilise additional manpower and technical resources to the affected districts
- Reallocate internal resources from other regions, if necessary, to meet the surge in claims
- Ensure field-level presence for prompt inspection and assessment
This includes quick deployment of:
- Surveyors
- Loss adjustors
- Investigators
The objective is to facilitate speedy on-ground assessment and avoid long waiting periods between claim intimation and survey.
Appointment of senior executive nodal officer
To streamline communication at the State level, IRDAI has directed insurers to immediately:
- Nominate a Senior Executive as the overall nodal officer for Assam flood-related claims
- Intimate the name and contact details of such Senior Executive to the Chief Secretary of the State without delay
This senior-level officer will be responsible for:
- Overall coordination with the State Government
- Monitoring of claims handling across Sivasagar, Charaideo, Jorhat and Golaghat
- Ensuring implementation of IRDAI’s directions within the insurer’s organisation
District-Level Claims Management Structure
Creation of District Claims Service Head role
Recognising that some districts may experience a particularly high volume of claims, IRDAI has directed that:
- Each insurer must identify districts where claim numbers are significantly large
- Such high-volume districts must be placed under the supervision of a District Claims Service Head
The District Claims Service Head will typically handle:
