India Imposes Five-Year Anti-Dumping Duty on TDI Imports from European Union and Saudi Arabia
The Ministry of Finance (Department of Revenue), Government of India, has officially notified the imposition of Anti-Dumping Duty (ADD) on the import of Toluene Di-Isocyanate (TDI) originating from the European Union and Saudi Arabia. This move comes via Notification No. 03/2026-Customs (ADD), dated 10th February, 2026, following recommendations from the Directorate General of Trade Remedies (DGTR).
The decision underscores the government's commitment to shielding the domestic industry from unfair trade practices and material injury caused by dumped imports.
Regulatory Background and Findings
The imposition of this duty stems from an extensive investigation conducted by the designated authority. On 12th November, 2025, the authority published its final findings via notification No. 7/14/2024-DGTR. The investigation concluded that the expiry of the existing anti-dumping measures would likely result in the continuation or recurrence of dumping and subsequent injury to Indian manufacturers.
Consequently, the Central Government has exercised its powers under Section 9A (sub-sections 1 and 5) of the Customs Tariff Act, 1975, read alongside Rules 18, 20, and 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.
