ICAI Multipurpose Empanelment Form (MEF) 2026-27: Extended Deadline and Detailed Advisory

The Professional Development Committee (PDC) of The Institute of Chartered Accountants of India (ICAI) has issued an announcement and a detailed advisory for the Multipurpose Empanelment Form (MEF) for the year 2026-27, including an extension of the filing deadline and comprehensive procedural and eligibility guidelines. 1. Extension of MEF 2026-27 Last Date

1.1 Revised timeline for online filing

ICAI has extended the last date for online submission of MEF 2026-27 from 29th August 2026 to 9th September 2026.

  • Mode of filing: Online only, through the MEF portal at meficai.org

1.2 No further extension

PDC has specifically clarified that no additional extension will be granted for MEF 2026-27. The primary reason is the statutory and procedural requirement to submit the Bank Branch Auditors’ Panel to RBI within the prescribed timelines.

Note: Members intending to be in the panel for bank branch audits or other institutional empanelments must adhere strictly to this final deadline of 9th September 2026.

1.3 Advisory reference

Before starting the form, ICAI has advised all applicant members to carefully go through the MEF Advisory for 2026-27, which governs:

  • Eligibility to file the MEF
  • Treatment of partners/proprietors/CA employees
  • Experience counting
  • Professional staff
  • Financial document upload
  • OTP-based declaration
  • Complaint and grievance redress system

All clarifications, queries and grievances with respect to MEF 2026-27 are to be channelled through the “MEF Complaints Portal” available on meficai.org.


2. Eligibility to File MEF 2026-27

2.1 Who can file MEF 2026-27

The following categories are eligible to submit the MEF for 2026-27, provided the status exists as on 1st July 2026:

  • Partnership/LLP firms in existence on 1st July 2026
  • Proprietary firms in existence on 1st July 2026
  • Member holding Full-time Certificate of Practice (CoP) as on 1st July 2026 and practising in individual name

These conditions relate only to eligibility for filing the form, not for actual allotment of audits.

2.2 Distinction between filing eligibility and audit allotment criteria

The advisory clearly states that:

  • The above eligibility covers who may submit the MEF.
  • Individual auditees (RBI, NABARD, Public Sector Banks, Co-operative Banks, etc.) may have separate and independent criteria for actual appointment of auditors.
  • Applicants must refer to specific Guidelines of each auditee for final eligibility for assignment of audit work.

3. Structure of the Online MEF Form

3.1 Colour-coded fields and their meaning

The MEF is structured with three types of fields, distinguished by colour and editability:

  1. Green Fields

    • Non-editable
    • Auto-populated from ICAI’s Self-Service Portal (SSP)
    • Cover key particulars of Firms / Members / Partners / CA Employees
    • Any modification in these details must first be made in SSP, and only thereafter will it reflect in MEF.
  2. White Fields

    • Editable
    • Prefilled based on last year’s MEF data
    • Applicant must update these fields as per current facts and figures.
  3. Grey Fields

    • Meant to inform ICAI of changes that have occurred but are yet to be reflected in SSP
    • These entries are for information only; final recognition is subject to the data in SSP.

3.2 Saving and editing mechanism

  • The form can be saved page by page.
  • Applicants can revise and edit the form as many times as required before final submission.
  • Once the form is finally submitted, no further editing is possible under any circumstances.

Important: Applicants should thoroughly verify all data before final submission, especially as credit for partners, staff, and experience is contingent on accuracy and synchronization with SSP.
