Haryana Emerges as Top-Performing State in GST Collection Growth

Haryana has outpaced every other Indian state in expanding its State GST revenue, registering standout growth during May 2026 and the opening months of FY 2026-27. The latest performance figures released by the Excise & Taxation Department, Government of Haryana, highlight how a combination of economic strength, rigorous enforcement, data-led monitoring, and assessee-friendly initiatives has propelled the state to the top of the national rankings.

Haryana’s GST Performance at a Glance

Exceptional growth in May 2026

For May 2026, Haryana recorded the highest growth rate in State GST collections among all states in India:

  • Growth in May 2026 over May 2025: 22%
  • National average growth for State GST collections in May 2026: 6%
  • Net State GST collection (post-settlement) for May 2026: ₹4,456 crore
  • Collection for May of the previous year: ₹3,649 crore
  • Increment in absolute terms: ₹807 crore

In terms of growth percentages, Haryana was followed by:

  • Meghalaya – 19%
  • Karnataka – 17%
  • Gujarat – 16%

This marks Haryana as the clear frontrunner in month-on-month comparative growth for May 2026.

Strong momentum in FY 2026-27 so far

The impressive performance is not limited to a single month. When looking at the first two months of FY 2026-27, Haryana also tops the national table for cumulative State GST revenue growth:

  • Cumulative growth in State GST revenue (first two months of FY 2026-27): 40% over the same period in the previous year
  • National average cumulative growth for the same period: 23%

Haryana’s sturdy revenue rise in the early part of the financial year signals a sustained improvement rather than a one-off spike.

Consistent outperformance in the previous financial year

The trend of outpacing national averages is not new for Haryana. In FY 2025-26 as well, the state had delivered the highest growth rate in State GST revenue among all states:

  • Haryana’s growth in FY 2025-26: 22%
  • National average for FY 2025-26: 6%

The continuity of such high growth across multiple financial years reflects both:

  1. A dynamic and expanding state economy; and
  2. A structured, disciplined, and technology-supported tax administration framework.

Key Drivers Behind Haryana’s GST Growth

The performance in State GST revenue is a result of deliberate and multi-pronged measures adopted by the Excise & Taxation Department. These initiatives are designed both to bolster enforcement and simplify compliance for the assessee.

1. Strength of the state’s economic base

One fundamental reason for robust GST growth is the underlying economic activity within Haryana. A diversified economy with strong industrial, services, and trading sectors has:

  • Expanded the GST base;
  • Created higher taxable turnover; and
  • Contributed directly to increased State GST inflows.

When this economic growth is supported by an effective tax system, the revenue impact is significantly magnified.

2. Efficient and proactive tax administration

The Excise & Taxation Department has maintained a sharp focus on operational efficiency, supported by timely interventions and targeted actions. This has included:

  • Streamlining internal workflows to ensure quick processing and follow-ups;
  • Monitoring return filings and payment trends closely;
  • Using structured review mechanisms at senior levels to track revenue performance.

Such administrative vigilance ensures that slippages are minimized and compliance remains on the radar throughout the year.

3. Data analytics-based enforcement
