GST E-Invoicing for RCM Self-Invoices: Statutory Analysis and Practitioner Action Plan

This article examines the technical specifications and statutory implications of the Goods and Services Tax Network (GSTN) advisory dated 16 October 2026, which introduces an e-invoicing facility for recipient-generated self-invoices under the reverse charge mechanism.

The impending transition from bulk, end-of-month self-invoicing to real-time portal reporting requires practitioners to immediately evaluate the enterprise systems of the assessee, even though the facility currently operates in a sandbox environment pending formal statutory notification.

Technical Framework for RCM Self-Invoicing

Issue
The integration of two new supply types into the Invoice Registration Portal (IRP) architecture to accommodate the assessee generating self-invoices under the reverse charge mechanism.

Governing Law
Rule 48(4) of the Central Goods and Services Tax Rules, 2017 governs the generation of e-invoices by uploading specified particulars to the IRP. Notification No. 13/2020-Central Tax dated 21 March 2020 (as amended) mandates e-invoicing for registered persons meeting the ₹5 crore aggregate annual turnover threshold.

Position
Following recommendations from the 57th GST Council Meeting, the GSTN Advisory dated 16 October 2026 and the corresponding National Informatics Centre (NIC) release notes dated 16 October 2026 outline the technical validations for these new supply types: RCMDOM and RCMIMP.

RCMDOM applies to specified domestic supplies received from unregistered persons where the registered recipient pays tax under reverse charge. RCMIMP applies to the import of services from a supplier located outside India where the recipient assumes the tax liability. The critical technical shift in this architecture is that the recipient, rather than the supplier, registers the invoice on the IRP to obtain an Invoice Reference Number (IRN). Consequently, the recipient's GSTIN is utilized to generate the IRN hash, and the system processes the supplier as an unregistered person. For RCMIMP transactions, the technical specifications mandate that the supplier's country must be designated as outside India, and an e-way bill is not applicable.

This facility is intended for the assessee meeting the ₹5 crore aggregate annual turnover threshold as per Notification No. 13/2020-Central Tax. Currently, the framework is operating exclusively in a sandbox environment across six authorized portals: NIC IRP-1, NIC IRP-2, Cygnet, Clear, EY, and IRIS.
