Standardized Pack Sizes for Edible Oils: Revised SoP and Practical Impact Under Legal Metrology

The Department of Consumer Affairs has issued an important advisory dated 05.06.2026 modifying the existing Standard Operating Procedure (SoP) of 29.12.2023 relating to net quantity determination and standard pack sizes for edible oils and fats. This change, issued under the Legal Metrology framework, is designed to reduce the wide variation in pack sizes in the market and to make price comparison simpler and more transparent for consumers.

The revised framework sets out recommended standard pack sizes for major edible oils, prescribes dual declaration (weight and volume) where required, and clarifies continued obligations regarding Unit Sale Price (USP). The advisory is addressed to all Controllers of Legal Metrology in States and UTs and applies across the board to domestically manufactured as well as imported edible oil products.

1. Regulatory Background and Purpose of the SoP

The SoP of 29.12.2023 was originally issued by Legal Metrology, Department of Consumer Affairs, to operationalize compliance with the Legal Metrology (Packaged Commodities) Rules, 2011 for edible oils and fats. The core objective is:

  • To provide a clear, uniform procedure for determining the net quantity of edible oils and fats contained in packages.
  • To guide the Director, Controller, and Legal Metrology Officers in sampling, testing, and evaluating errors in declared quantity.
  • To support enforcement of requirements on declarations under the Legal Metrology Rules and related guidelines/advisories.

The 05.06.2026 advisory does not displace the SoP of 29.12.2023. Instead, it supplements it by inserting additional provisions specifically on standard pack sizes for edible oils and related quantity declarations.

1.2 Scope of application

The SoP, as read with the new advisory, applies in the following situations:

  • When the Director, Controller or any Legal Metrology Officer draws samples from:
    • A manufacturing unit
    • Goods in transit
    • Carrying and forwarding (CFA) locations
    • Retail or wholesale markets
  • When net quantity of edible oils and fats is to be checked or verified.
  • When compliance with Legal Metrology (Packaged Commodities) Rules, 2011 and related guidelines/advisories is to be confirmed.

The revised clause on standard pack sizes applies specifically to:

  • Major edible oils and their blends (for standard pack sizes)
  • Minor edible oils (for continued USP compliance)
  • Both domestic and imported packages.

2. New Clause 6: Standard Pack Sizes for Edible Oils

The advisory expressly inserts a new paragraph 6. Standard Pack Sizes for Edible Oils into the SoP dated 29.12.2023, to be read after paragraph 5.

2.1 Major edible oils – prescribed standard pack sizes

For major edible oils, the advisory recommends specific pack sizes that the industry is expected to adopt. The oils covered in this category include:

  • Palm oil or palmolein
  • Soybean oil
  • Sunflower oil
  • Mustard / rapeseed oil
  • Groundnut oil
  • Sesame oil
  • Rice bran oil
  • Cottonseed oil
  • Corn oil
  • Blends of the above oils

The recommended standard pack sizes are as follows:

  1. Packages below 200 g or 200 ml

    • No restriction on pack size.
    • Manufacturers, packers and importers are free to decide pack sizes below this threshold.

  2. Packages at or above 200 g / 200 ml

    • When declared by weight:
      • 200 g
      • 500 g
      • 1 kg
      • 2 kg
      • 3 kg
      • 4 kg
      • 5 kg
      • 15 kg
      • 20 kg
    • When declared by volume:
      • 200 ml
      • 500 ml
      • 1 litre
      • 2 litre
      • 3 litre
      • 4 litre
      • 5 litre
      • 15 litre
      • 20 litre

Important: Where the net quantity is declared in volume, the equivalent weight (in kg or g) must also be displayed, and the declaration of weight must be in the same size of letters and numerals as the volume declaration.

This effectively makes dual declaration (weight in addition to volume) mandatory for major edible oils when quantity is expressed in litres or millilitres, and standardizes the pack sizes to ease comparison of prices per unit.

2.2 Treatment of minor edible oils

Minor edible oils—i.e., edible oils other than those listed under the major category above—are treated differently:

  • They remain outside the standard pack-size requirement.
  • There is no obligation to adopt the 200 g / 500 g / 1 kg etc.
