DGFT Revises SIONs for Chemical and Allied Products: Public Notice No. 13/2026-27 Dated 29 May 2026

Overview of the Revision

The Directorate General of Foreign Trade (DGFT), functioning under the Ministry of Commerce and Industry, Department of Commerce, has issued Public Notice No. 13/2026-27 dated 29th May 2026, revising certain Standard Input Output Norms (SIONs) applicable to Chemical and Allied Products falling under Export Product Group 'A'. The revision takes effect immediately upon issuance of the notice.

This update is significant for exporters engaged in the manufacture and export of specific chemical products, as SIONs directly govern the permissible quantity of inputs that can be imported duty-free against an Advance Authorisation for the production of a given quantity of export output.

What Are Standard Input Output Norms (SIONs)?

Definition and Purpose

Standard Input Output Norms are pre-determined norms that specify the quantity of inputs — raw materials, components, consumables, and other materials — required to manufacture a unit of export product. These norms are critical to the functioning of the Advance Authorisation Scheme under the Foreign Trade Policy, as they determine the duty-free import entitlement of an exporter.

Relevance Under the Foreign Trade Policy, 2023

SIONs are administered and notified by the DGFT under the provisions of the Foreign Trade Policy, 2023. Exporters relying on Advance Authorisations must adhere strictly to the applicable SIONs, as any deviation could result in non-fulfilment of export obligations or recovery of duties.

Important: Where no SION exists for a specific product, exporters are required to apply for fixation of norms or opt for self-declaration, subject to post-export verification.

The public notice has been issued by the Director General of Foreign Trade in exercise of powers conferred under paragraph 1.03 and paragraph 2.04 of the Foreign Trade Policy, 2023, as amended from time to time. The DGFT is also designated as Ex-officio Additional Secretary to the Government of India for this purpose.
