DGFT Restricts Clear Float Glass Imports: MIP of ₹2,34,000 Per MT Introduced Under Notification No. 29/2026-27-DGFT

Overview of the Policy Change

The Directorate General of Foreign Trade (DGFT) has issued Notification No. 29/2026-27-DGFT dated 18th August 2026, bringing about a significant shift in the import regime governing Clear Float Glass in the thickness range of 4 mm to 12 mm. Through this notification, the import policy applicable to ITC (HS) Codes 70051090 and 70052990 under Chapter 70 of the ITC (HS) 2022, Schedule-I (Import Policy) has been formally amended — moving from the earlier "Free" category to "Restricted".

This regulatory intervention introduces a Minimum Import Price (MIP) mechanism as a protective trade measure, aimed at preventing the dumping of low-cost glass imports that could adversely affect the domestic manufacturing sector. The move is significant for importers, glass traders, construction sector participants, and export-linked units that source glass as an input material.


The Central Government has exercised its authority under the following statutory provisions to give effect to this amendment:

  • Section 3 of the Foreign Trade (Development & Regulation) Act, 1992
  • Section 5 of the Foreign Trade (Development & Regulation) Act, 1992
  • Paragraph 1.02 of the Foreign Trade Policy 2023
  • Paragraph 2.01 of the Foreign Trade Policy 2023

These provisions collectively empower the Central Government and DGFT to regulate, restrict, or prohibit imports and exports in the public interest or to protect domestic industries from unfair trade practices.


What Has Changed: Revised Import Policy Table

The amendment modifies the import conditions for the following two HS codes under Chapter 70 of ITC (HS) 2022:

Important: Imports where the CIF (Cost, Insurance and Freight) value meets or exceeds ₹2,34,000 per Metric Tonne will continue to be treated as "Free" — meaning no additional licence or restriction will apply. Only those imports falling below this price threshold are effectively restricted under the revised policy.
