DGFT Authorizes India & Arab Countries Chamber to Issue Non-Preferential Origin Certificates Under FTP 2023

The regulatory framework governing India's foreign trade has been strengthened with the addition of a new authorized agency for issuing non-preferential origin certificates. Through Public Notice No. 43/2025-26 released on 9 January 2026, the Directorate General of Foreign Trade (DGFT) has empowered an additional institution to facilitate trade documentation for exporters across the country.

Background of the Notification

Operating under the authority vested through paragraph 2.04 of the Foreign Trade Policy (FTP) 2023, the DGFT has expanded the network of agencies capable of issuing Certificates of Origin (Non-Preferential). This administrative action reflects the government's commitment to enhancing trade infrastructure and reducing procedural bottlenecks for exporters.

The newly authorized entity, the India & Arab Countries Chamber of Commerce, Industry & Agriculture, has been officially incorporated into Appendix 2E of the FTP 2023. This appendix maintains the comprehensive registry of all agencies authorized to certify the origin of exported commodities through non-preferential certificates.

Understanding Non-Preferential Certificates of Origin

Non-preferential Certificates of Origin serve as crucial trade documents that authenticate the country where exported goods were manufactured or produced. Unlike preferential certificates that are issued under specific trade agreements offering tariff benefits, non-preferential certificates establish origin without conferring any special tariff advantages.

These certificates become mandatory when importing countries require documentary evidence of the goods' origin for customs clearance, statistical purposes, or compliance with their domestic trade regulations. Exporters must obtain these certificates from authorized agencies to ensure smooth international transactions.

Details of the Newly Authorized Agency

The India & Arab Countries Chamber of Commerce, Industry & Agriculture (IACCIA) now joins the ranks of authorized certification bodies. The chamber's headquarters are located at F9/11, Vasant Vihar, New Delhi – 110057.

Exporters seeking to obtain non-preferential Certificates of Origin from this newly authorized body can access their services through the following contact channels:

Immediate Effect and Implementation

A significant aspect of this notification is its immediate enforceability. The DGFT has clarified that the authorization takes effect from the date of publication itself, ensuring that exporters can begin approaching the newly authorized chamber without any waiting period.
