In the context of agricultural commodities, specifically raw sugar, the Tariff Rate Quota (TRQ) mechanism serves as a critical policy tool. It permits the importation of a predetermined quantum of a specific commodity at a preferential or nil rate of customs duty, thereby ensuring adequate domestic supply without severely undermining the interests of local producers.
Recently, the Directorate General of Foreign Trade (DGFT), operating under the aegis of the Department of Commerce, Ministry of Commerce & Industry, has promulgated crucial procedural guidelines concerning the unallocated balance of the raw sugar import quota. This directive, formalized through Public Notice No. 28/2026-2027 dated 1 September 2026, introduces a paradigm shift in how the remaining quota will be distributed among eligible industry participants.

Regulatory Background and Quota Utilization Status
To comprehend the significance of the latest directive, it is essential to examine the preceding regulatory framework that established the current TRQ limits. The overarching policy governing this import facilitation was initially set forth in Notification No. 31/2026-27 dated 20.08.2026. This foundational notification authorized a total Tariff Rate Quota of 10,00,000 MT for the importation of raw sugar.
Following the establishment of this quantum, the DGFT delineated the initial application and allocation procedures via Public Notice No. 27/2026-2027 dated 20.08.2026, which was subsequently refined by a Corrigendum dated 24.08.2026. Under this initial phase, the allocation was conceptualized primarily as a consolidated, one-time distribution based on the applications received from eligible entities within the stipulated timeframe.
According to the official records and the deliberations documented in the Minutes of the Committee meeting held on 28.08.2026, the industry response to the initial call for applications was substantial. Out of the total authorized limit of 10,00,000 MT, applications aggregating to 7,97,450 MT were successfully processed and allocated to eligible millers and refiners.
Consequently, subtracting the allocated quantum from the total authorized limit leaves a residual balance. It is this specific balance quantity of 2,02,550 MT that remains available for distribution under the TRQ Scheme, prompting the issuance of the new procedural guidelines to ensure its equitable and efficient allocation.
