This restructuring comes on the heels of the induction of three new Technical Members (State) across the Delhi, Chennai, and Madurai benches, alongside critical operational feedback gathered following the earlier Office Order No. 03/GSTAT/PB/2026 dated 14.05.2026. By leveraging the statutory powers vested under Rule 123 of the Goods and Services Tax Appellate Tribunal (Procedure) Rules, 2025, the GSTAT President, Dr. Sanjaya Kumar Mishra, has meticulously delineated a revised classification system that impacts how appeals will be processed nationwide.
Legal Underpinnings and Strategic Reorganization
The primary objective of this massive reorganization is to categorize appeals based on their legal complexity and subject matter, thereby allowing specialized benches to dispose of matters more efficiently. For the vast majority of the country, a dual-category system (Category-I and Category-II) has been implemented. However, the Bengaluru Bench operates under an exclusive tripartite classification system to manage its unique regional docket.
Important Note: The revised framework mandates a strict adherence to the newly defined categories. Any assessee filing an appeal must be acutely aware of these classifications, as they dictate which specific bench will hear their grievance.
Detailed Roster of Reconstituted Benches
The newly published roster dictates the exact composition of the judicial and technical members across various regional and circuit benches. The strategic pairing of Judicial Members (JM), Vice-Presidents (VP), Technical Members from the Centre (TM-Centre), and Technical Members from the State (TM-State) ensures a balanced perspective on complex tax disputes.
The Delhi Bench Allocation
For matters arising within the jurisdiction of the national capital, the tribunal will function on all standard working days with the following structure:
- Category-I Appeals: These substantive matters will be adjudicated by a bench comprising Sh. Sanjay Kumar Aggarwal (Vice-President) sitting alongside Sh. Rajiv Kapoor (Technical Member - Centre).
- Category-II Appeals: These specific statutory and registration-related disputes will be heard by Sh. Arun Kumar Singal (Judicial Member) in coordination with Sh. Sanjeev Kumar Jain (Technical Member - State).
The Tamil Nadu and Puducherry Network
The southern region features a dynamic scheduling system to accommodate multiple geographic zones through circuit and permanent benches, maximizing accessibility for the assessee.
- Chennai Base:
- On Mondays and Tuesdays, Sh. Praveen Kumar Jain (Vice-President) and Sh. Shaik Khader Rahman (Technical Member - Centre) will preside over Category-I matters.
- On Wednesdays, the bench will pivot to Category-II cases, overseen by Sh. Praveen Kumar Jain (Vice-President) and Sh. Kadirvelu Gnanasekaran (Technical Member - State).
- Coimbatore Operations: Every Thursday is dedicated to this region, where Sh. Praveen Kumar Jain (Vice-President) and Sh. M. Mathew Jolly (Technical Member - Centre) will hear both Category-I and Category-II appeals.
- Madurai Bench: During the first, second, and third Fridays of every month, Sh. Praveen Kumar Jain (Vice-President) and Sh. Selvaraj Gnanakumar (Technical Member - State) will take up all matters falling under both categories.
