Updated Customs Tariff Values for Select Commodities with effect from 16 October 2026
The Central Board of Indirect Taxes and Customs (CBIC) has issued Notification No. 86/2026-Customs (N.T.) dated 15 October 2026 under Section 14(2) of the Customs Act, 1962, revising the tariff values used for customs valuation of certain imported goods. These revised values apply from 16 October 2026 and are relevant to importers, customs brokers, trade consultants and valuation professionals handling specified categories of edible oils, brass scrap, precious metals and areca nuts.
Through this notification, CBIC has amended Notification No. 36/2001-Customs (N.T.) dated 3 August 2001 by substituting its existing TABLE-1, TABLE-2 and TABLE-3 with new tables prescribing fresh tariff values for the listed products. The changes are notified without reproducing the immediately preceding tariff values, and therefore the notification operates purely by substitution.
Legal framework: Tariff values under Section 14(2)
Statutory basis
Under Section 14(2) of the Customs Act, 1962, the Central Government, where it considers it necessary in the public interest, may fix tariff values for any class of imported or export goods. Once such tariff values are notified, customs duty for the specified goods is generally calculated with reference to these values instead of the actual transaction value, subject to the provisions of the Act and the Customs Valuation Rules.
Notification No. 86/2026-Customs (N.T.) recites that CBIC, exercising the powers delegated under Section 14(2), has decided to update the tariff values prescribed in Notification No. 36/2001-Customs (N.T.) for certain goods. The notification is issued as an amendment to the principal notification, thereby maintaining continuity of the existing tariff-value framework while refreshing the applicable figures.
Relationship with the principal notification
The original tariff-value regime for these goods was set out in Notification No. 36/2001-Customs (N.T.) dated 3 August 2001. That principal notification has been amended multiple times over the years. As noted in the explanatory “Note” appended to the present notification, it was last modified by Notification No. 80/2026-Customs (N.T.) dated 30 September 2026.
Notification No. 86/2026-Customs (N.T.) now further amends the principal notification by replacing three key tables which specify tariff values for:
- Selected edible oils
- Brass scrap (all grades)
- Gold and silver (various forms and conditions)
- Areca nuts falling under tariff item 080280
Revised tariff values for edible oils and brass scrap (TABLE-1)
Scope of TABLE-1
TABLE-1 to the principal notification, as substituted, lays down tariff values (in US dollars per metric tonne) for designated edible oils and for brass scrap.
