Anti-Dumping Duty on Jute Products from Bangladesh & Nepal: Key Changes Under Notification No. 24/2026-Customs (ADD)

Background and Regulatory Context

The Ministry of Finance (Department of Revenue) has issued Notification No. 24/2026-Customs (ADD), dated 24th September 2026, amending the earlier Notification No. 33/2022-Customs (ADD) dated 30th December 2022. This amendment arises from a mid-term review of anti-dumping duties imposed on specified jute products originating in or exported from Bangladesh and Nepal — collectively referred to as the subject countries.

The subject goods covered under this notification are "Jute Products" comprising:

  • Jute Yarn/Twine (both single and multiple folded/cabled varieties)
  • Hessian Fabric
  • Jute Sacking Bags
  • Jute Sacking Cloth

These goods fall under tariff headings 5307, 5310, 5607, and 6305 of the First Schedule to the Customs Tariff Act, 1975 (51 of 1975).

Initiation of Mid-Term Review

The designated authority initiated a mid-term review through initiation notification No. 7/11/2024-DGTR, dated the 30th June, 2025, published in the Gazette of India, Extraordinary, Part I, Section 1, dated the 30th June, 2025. This review was conducted under sub-section (5) of section 9A of the Customs Tariff Act, 1975, read with rule 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995 (hereinafter referred to as the said rules).

The purpose of the review was to assess whether re-determination of the duty quantum was warranted for the remaining period of imposition under the principal notification.

Final Findings and Recommendation

Following the mid-term review, the designated authority, vide F. No. 7/11/2024-DGTR, dated the 25th June, 2026, published in the Gazette of India, Extraordinary, Part I, Section 1, dated the 25th June, 2026, issued its final findings. The designated authority recommended re-quantification of the anti-dumping duty applicable to imports of the subject goods originating in or exported from Bangladesh and Nepal, for the remainder of the duty imposition period under Notification No. 33/2022-Customs (ADD), dated the 30th December, 2022.

Acting on these recommendations, the Central Government exercised its powers under sub-sections (1) and (5) of section 9A of the Customs Tariff Act, 1975, read with rules 18 and 23 of the said rules, to give effect to the revised duty structure through the present notification.

Revised Duty Structure: Substituted Table

The notification substitutes the existing TABLE in Notification No. 33/2022-Customs (ADD) with a new table containing 82 entries. Duties are denominated in USD per Metric Tonne (MT) and are producer-specific. The revised table covers named producers in both Bangladesh and Nepal, along with residual categories for unspecified producers.
