CAAR Mumbai Rules on Tariff Classification of Car Radio Units for BPIN Private Limited

Background and Context

BPIN Private Limited approached the Customs Authority for Advance Rulings, Mumbai, seeking clarity on the correct customs classification of certain automotive Car Radio Units (CRUs) it intends to import. The ruling, issued vide Ruling No. CAAR/Mum/ARC/104 & 105/2026-27 dated 07/10/2026, examines both fully built units and semi-knocked down (SKD) imports, and determines their proper heading under the Customs Tariff.

The assessee is engaged in importing and distributing automobile accessories, including integrated radio and infotainment systems to be fitted in motor vehicles. For commercial planning, pricing, and compliance purposes, BPIN Private Limited required a binding advance ruling on whether these CRUs—when imported either as Completely Built Units (CBU) or as unassembled kits—fall under Customs Tariff Item (CTI) 8527 21 00.

The CAAR Mumbai examined:

  • The technical specifications and functional description of the CRUs;
  • The General Rules for the Interpretation of Import Tariff (GRI);
  • Relevant Section and Chapter Notes;
  • Harmonized System of Nomenclature (HSN) Explanatory Notes;
  • Comments received from Customs formations at Nhava Sheva and the Air Cargo Complex; and
  • A series of domestic and foreign precedents cited by both the assessee and the jurisdictional officers.

Product Description and Functional Features

Core Characteristics of the Car Radio Units

The products in question are automotive infotainment head units designed for installation in motor vehicles. Based on the material placed on record, the CRUs:

  • Draw power from the vehicle’s electrical system;
  • Perform FM/AM radio reception;
  • Provide sound reproduction through an inbuilt amplifier;
  • Offer touchscreen display functionality on certain models;
  • Include a microphone to facilitate hands-free communication;
  • Support Bluetooth and Wi-Fi connectivity in certain variants;
  • Provide camera input capabilities (e.g., reversing camera interface); and
  • Interface with the vehicle’s speaker system, although they do not contain speakers within the same housing.

The Authority noted that these devices are intended to be installed in the dashboard or central console area and operate as the central audio and infotainment hub of the vehicle.

Display Audio and Navigation Capabilities

Some variants are described as “Display Audio” units. The ruling records that:

  • These models do not possess independent, in-built GPS navigation capabilities;
  • No dedicated navigation hardware or internal mapping is included; and
  • Navigation features (if used) depend on mobile-based applications, which are either accessed via connectivity or replicated on the unit’s screen by mirroring from an external device.

Accordingly, while the CRUs support navigation-related display when paired with a smartphone, they are not standalone navigation systems.

Interaction with Vehicle Speakers

Although the CRUs contain amplifiers and are capable of receiving and processing audio signals, they do not have speakers physically integrated into the same enclosure. Instead, they output audio to the car’s existing speaker network.

The Authority viewed the absence of inbuilt speakers as a design choice common in automotive head units and not as a denial of their essential audio reproduction function.

The central question before CAAR Mumbai was:

Whether the Car Radio Units (CRUs), imported either as complete units (CBU) or in unassembled SKD condition, are classifiable under Customs Tariff Item 8527 21 00 as “radiobroadcast receivers for motor vehicles, combined with sound reproducing apparatus”.

A related issue was how to treat SKD consignments under the General Rules for Interpretation, particularly whether they possess the essential character of the finished CRUs.

Examination of Competing Features

Multifunctional Nature of the CRUs

Modern automotive infotainment devices provide several functions beyond traditional radio reception, such as:

  • Bluetooth hands-free telephony;
  • Smartphone integration and mirroring;
  • Display of reverse camera feed;
  • USB and auxiliary media playback;
  • Touchscreen-based user interface.

The issue was whether these multiple capabilities alter the principal description of the goods, or whether they remain primarily radio-broadcast receivers combined with sound reproducing apparatus for use in motor vehicles.

The Authority concluded that the additional attributes—touchscreen, connectivity, camera interface, and app support—operate in support of the main infotainment role, rather than transforming the device into a different class of product.

Role of the Radio Reception Function

CAAR Mumbai treated the FM/AM radio reception combined with audio amplification and reproduction as the defining functional character of the CRUs. The device’s description and technical configuration showed that:
